As you get close to your quota, the upload dialog warns you and suggests deleting unused datasets or upgrading your plan. A file is refused when it will not fit in your remaining storage, with a message to delete old datasets or upgrade your plan; there is no fixed cutoff before that point. A single file also has a maximum size, and a larger file is refused.
